CARDS 2002 TWINNING PROJECT: STRENGHTENING THE CAPACITY OF THE STATE COMMISSION FOR SUPERVISION OF PBLIC PROCUREMENT PROCEDURE

 

Republic of Croatia is in the process of preparation for accessing into full EU membership and it is, therefore, obliged to coordinate its national legislation and practice relating to public procurement procedure with the existing EU legislation and practice.
With the purpose of facilitating the process of adaptation, Croatian State Commission for Supervision of Public Procurement Procedure (henceforth the State Commission), together with its twinning partner, Slovenian National Review Commission for Reviewing Public Procurement Procedure, realizes the following CARDS project: Strengthening the Capacity of the State Commission for Supervision of Public Procurement Procedure. The project has been initiated in July 2005, for the period of 18 months, and its value amounts to EUR 600 000,00. Its fundamental purpose is to contribute to the development and strengthening of reliable and transparent public procurement system in the Republic of Croatia, through institutional development of the State Commission, and to achieve the highest possible level of accordance with European standards.

The project is divided into three components:

The purpose and aims set above will be accomplished by means of thoroughly planned activities, such as daily consultation of the State Commission members and employees, provision of technical and professional help in laying draft laws and other legal acts relating to public procurement system in the Republic of Croatia, study trips to the EU Member States with the purpose of introducing the best practice model, the State Commission members' and employees' practice with the twinning partner, seminars and professional workshops for the public procurement subjects, creation and printing of manuals for the public procurement subjects, creation of data basis containing relevant ECJ decisions, creation of data basis containing decisions passed by the State Commission, etc.
One of the project's essential components is to upgrade the website of the State Commission at www.dkom.hr , which will elevate the institution's transparency and facilitate the work of the tenderers and clients participating in the public procurement system by updating information on daily basis and publishing decisions passed by the State Commission.
